Policy and assignment procedures
The TRA is responsible for developing the policies, rules and regulations for the assignment of radio frequency spectrum. In a liberalized environment, a market-based approach to spectrum allocation often proves to be more transparent and objective than the traditional administrative allocation system. Employing an auction process, for example, effectively prevents competing services from sharing the same spectrum. The TRA has already adopted the auction process for allocating spectrum in the mobile sector.
In assigning frequency spectrum, the TRA aims for efficient usage, accommodating government and civil needs, while providing for new technologies and emergencies. Its migration decisions take a number of factors into account including rights of existing users, domestic spectrum plans, forecasted demand, changes in international agreements, timing issues and implications for users.
