The TRA is launching a procurement process through a Request for Proposal (RFP) for consulting services to engage a specialized consulting firm to assist in and validate the preparation of the tender documents, the two Management and Operating Agreements (MOAs), and the financial models for MIC1 (Alfa) and MIC2 (Touch), as well as the participation requirements and prequalification criteria for the international tender.

This process is based on the Council of Ministers Decision No. 5 of 15 January 2026 and Decision No. 10 dated 10 September 2026.

The assignment primarily covers the review and structuring of the technical, operational, financial, commercial, legal, and contractual aspects of the future arrangements; the development of a performance indicators framework and risk allocation structure. It also includes the preparation of integrated and auditable financial models, the tender documents, and the two Management and Operating Agreements.

These deliverables are intended to enable the launch of a competitive process for the selection of the entities that will manage and operate the two mobile networks, with the selected entities assuming responsibility for operating expenditures (OPEX) and capital expenditures (CAPEX).

The assignment also includes, on an optional basis and if activated by the TRA, the provision of advisory support during the tendering and related procurement procedures.

The assignment will be carried out in accordance with the applicable Lebanese legal and regulatory frameworks, in particular Telecommunications Law No. 431/2002, Public Procurement Law No. 244/2021, the relevant Council of Ministers decisions, and the applicable regulatory decisions and regulations.
