Moving from Unlicensed to Licensed Internet Networks
About the Process

In accordance with TRA Decision No. 4/2026, issued on 5 February 2026, the TRA is overseeing the transition of subscribers from unlicensed Internet networks to licensed Internet Service Providers (ISPs).

The process is being carried out in coordination with licensed ISPs and the relevant judicial and security authorities. It aims to help consumers regularize their subscriptions, maintain continuity of service, and receive the information and guidance needed to complete the transition smoothly.

Consumers connected through an unlicensed Internet network should begin the transition process before their service is interrupted.

Is This Relevant to You?

This process applies to existing subscribers connected through unlicensed networks operating in areas served by the following ten Ogero Central Offices (COs):
  • Ashrafieh
  • Hamra
  • Badaro
  • Adlieh
  • Mina El Hosn
  • Ras Beirut
  • Baabda
  • Hazmieh
  • Tripoli El Mina
  • Tripoli El Bahsas
If your Internet connection is provided through an unlicensed network in one of these areas, you should take the necessary steps to regularize your subscription and move to a licensed Internet provider, where applicable.

What Do You Need to Do?

If you are connected through an unlicensed network:
  1. Consult the list of licensed ISPs and contact a provider operating in your area.
  2. Ask the provider about the steps and documents required to regularize your subscription.
  3. Submit the required information and documents, and coordinate with the provider to complete the transition.
  4. Begin the process as soon as possible to avoid an unnecessary interruption of your Internet service.
