draft consultation on
"Spectrum Refarming: Broadband Context and Framework" is designed to provide potential and current stakeholders in the telecommunications sector with explanations on the Authority’s related actions. In this document, the Authority outlines a plan to improve Internet speeds, expand coverage to rural and suburban areas, and strengthen consumer protection.
This document proposes a comprehensive plan to reorganize how Lebanon allocates and manages its radio frequency spectrum. The plan specifically targets Fixed Wireless Access (FWA) services, which deliver high-speed Internet to homes and businesses via wireless technology as a complement to fiber-optic networks.
In this document, the Authority sets out the refarming rules and spectrum bands available for each option, enforceable coverage rollout and unlicensed internet reseller customer absorption obligations, auction and pricing rules (AIP/auction hybrid), and a phased implementation and enforcement plan.
The
