The TRA announces the cancellation of the Procurement related to the Request for Proposal for Consultancy Services to Support the Preparation of the Mobile Networks Management and Operating Agreement (MOA) Tender. The process was launched on 5 March 2026 and published on the Public Procurement Authority’s electronic platform under reference 11337.

The Request for Proposal sought to engage a qualified international consultancy firm to support the preparation of a competitive tender process for the management and operation of Lebanon’s two state-owned mobile networks, MIC1 (Alfa) and MIC2 (Touch).

Pursuant to the mandate granted to the TRA by the Council of Ministers, the consultancy assignment was intended to support the preparation of a modern Management and Operating Agreement framework. Its scope included the development of the complete tender package and MOAs, and the preparation of a robust financial model of the two mobile businesses Alfa and Touch.

Following the submission and evaluation of proposals, the TRA Board issued Decision No. 10/2026, cancelling the procurement, prior to notification and contract award, due to insufficient budgetary appropriations. The cancellation was made in accordance with Article 25 of Public Procurement Law No. 244/2021.

All participating bidders were formally notified of the cancellation. The TRA will return the bid bonds and, where applicable, any other relevant documents submitted as part of the proposals. Bidders are requested to visit the TRA’s premises to collect their returned items.
