The
TRA published today,
5 March 2026, on the
Public Procurement Authority (PPA) electronic platform a Request for Proposal (RFP) for consulting services to support the preparation of a competitive tender process for the management and operation of Lebanon’s two state-owned mobile networks (MIC1 – Alfa and MIC2 – Touch).
The RFP invites qualified international advisory firms to submit their technical and financial proposals no later than
30 March 2026 at 12:00 PM, in accordance with the procedures and instructions set out in the RFP documents.
The assignment aims to support the TRA, pursuant to its mandate from the Council of Ministers of Lebanon, in preparing a competitive selection process to appoint private-sector operator(s) under a modern Management and Operating Agreement (MOA) framework. The initiative seeks to restore private-sector operating discipline, modernize the mobile networks, improve performance and service quality, and ensure strong governance, transparency, and predictable fiscal transfers to the Government of Lebanon.
The scope of the assignment includes assisting in the preparation of the complete tender package, the development of the MOA framework, the drafting of tender documentation, and the design of a robust financial model to support bidder evaluation. The work will be structured across technical, financial, and legal modules.
The procurement process will follow a Quality- and Cost-Based Selection (QCBS) methodology, with proposals evaluated on the basis of 70% technical merit and 30% financial criteria, in accordance with Public Procurement Law No. 244/2021.
Proposals must be submitted in sealed envelopes to the
TRA offices as specified in the RFP documents. The submission anonymous package must contain two separate sealed envelopes: one for the financial proposal and one for the technical and administrative proposal, both enclosed within a single anonymous outer envelope, in accordance with applicable public tender procurement procedures.
The opening of bids will take place on
30 March 2026 at 1:00 PM at the TRA offices. Only proposals that successfully pass the administrative and technical evaluation stages will have their financial envelopes opened and evaluated.
