The TRA launches the "FTTH Access Network Licensing and Deployment Policy" draft document for public consultation

The draft consultation on "FTTH Access Network Licensing and Deployment Policy" is designed to provide stakeholders and industry players in the telecommunications sector with the TRA’s proposed policy and views regarding the deployment of Fiber-to-the-Home (FTTH) networks. This consultation forms part of the TRA’s ongoing efforts to support the modernization and development of Lebanon’s telecommunications sector.

This document proposes a framework for the staged and widespread rollout of fiber access infrastructure across Lebanon and aims to modernize broadband infrastructure, support the legalization of existing broadband activities, attract sustainable private investment, and facilitate the deployment of next-generation broadband services and digital platforms.

Through this consultation, stakeholders and industry players are invited to submit their comments and feedback on the proposed policy framework and deployment approach.

The feedback received will support the issuance of TRA policies and directives concerning the rollout of FTTH networks and contribute to improving connectivity services for citizens and businesses, while supporting Lebanon’s transition toward a competitive and digitally enabled economy.

The "FTTH Access Network Licensing and Deployment Policy" draft document is now being launched for consultation. Interested parties are requested to submit their feedback no later than 5:00 p.m. local time on Wednesday, September 9, 2026 to FTTHnetworkrollout@tra.gov.lb, after having reviewed the following documents:
