We, participants at the ITU-IMPACT and Member States meeting, held in Ouagadougou, Burkina Faso the 10th October 2013, under the high patronage of His Excellency Blaise COMPAORE, President of Faso, declare the following;
We recognize the importance of securing the cyberspace at the national, regional and international levels.
We agree to engage stakeholders including governments, private sector, international organizations and civil society in the process of improving Cybersecurity.
We appreciate the work carried out by the ITU-IMPACT initiative, while recognizing that a 146 -member alliance cannot be dealt anymore on bilateral basis and that a feasible long term governance and sustainability scenario has to be therefore developed.
We agree to task ITU to propose a governance model as well as a sustainable approach to deliver cybersecurity services to all Member States in a consistent and continuous manner, taking into account that:
- Member States should be involved in the governance and decision making processes involving ITU-IMPACT activities.
- Member States should contribute financially to ensure long term sustainability of the initiative.
We request ITU to submit a draft proposal to all Member States before the end of the year, to be finalized, endorsed and implemented in early 2014.
We call upon ITU Member States and the larger international community to join forces and engage in a common effort towards a safer cyberspace, through the involvement of all relevant stakeholders, and making use of global platforms such as the ITU-IMPACT endeavor.
We kindly appeal to the President of Faso, His Excellency Blaise COMPAORE, to share this declaration with his peers towards further engaging all Member States in this important initiative.
We would like to express our deepest appreciation to the President of Faso, His Excellency Blaise COMPAORE, for his leadership and support towards global cyber-peace.
