The fifth IEEE Lebanon Communications Workshop 2011 (IEEE LCW'11) that took place on Saturday November 12, 2011, at the Lebanese American University (LAU), Beirut Campus, addressed a wide range of topics with focus on emergency communications to highlight the critical role of telecommunications technologies, networks, applications, in crisis management and disaster mitigation. Moreover, the workshop addressed emerging topics that included cloud computing, mobile Broadband evolution, and the recent deployment of 3G in Lebanon.

Mr. Patrick Eid, Board Member and Head of Market and Competition Unit at the TRA, gave a presentation titled “ Proposal for an Emergency Communications Framework In Lebanon” in which he stressed on the importance of having an efficient management of disasters through the establishment of the National Emergency Council (NEC) and the Emergency Communications Committee (ECC), that falls under the umbrella of the NEC. The EEC will be in charge of developing emergency plans and addressing the technical and managerial procedures related to specific national resources.

Mr. Eid also presented the Communications Plan proposed by the TRA and announced that, as a statuary controller and regulator of the telecom sector, the TRA will work on developing the required guidelines and regulations for the appropriate preparedness and response of the telecom operators

Moreover, Mrs. Sahar Cheaito, Spectrum Policy Expert at the TRA gave a presentation titled “ Emergency Telecommunications Plan - Regulatory challenges” in which she explained the relation between the emergency events and the telecommunications systems and services, presented the current situation in Lebanon and gave an overview on International approaches
