Global Symposium for Regulators 2014

The 14th Global Symposium for Regulators (GSR), 3-5 June 2014 is organized by the International Telecommunication Union (ITU), in collaboration with the Government of Bahrain. The event will be held at the Gulf Hotel, Manama, Bahrain and chaired by Dr Mohammed Al Amer, Chairman of the Telecommunications Regulatory Authority (TRA) of Bahrain.

GSR brings together heads of national telecom/ICT regulatory authorities from around the world and has earned a reputation as the global annual venue for regulators to share their views and experiences. The meeting also fosters a dynamic global dialogue among regulators, policy makers, industry leaders and other key ICT stakeholders where ITU sector members can share their views on major issues facing the ICT sector.

The first two days of GSR, the Global Regulators-Industry Dialogue (3-4 June 2014), will be open to regulators, policy makers and ITU–D Sector Members. The third day (5 June 2014) will remain closed for regulators and policy makers.

As part of the GSR series of pre-events, thematic industry-led workshops will take place in the morning of 2 June 2014 and the closed “by invitation only” meeting of the Regulatory Associations (RA) in the afternoon.

The theme of GSR 2014 is: “Capitalizing on the potential of the digital world”.

Participants will examine ways to ensure that the full array of benefits of the digital world is brought to all citizens of the world in an informed, responsive and safe manner. Undoubtedly, this can be achieved only through effective and smart regulation targeted at empowering consumers, redefining responsibilities and creating the conditions for a data driven economy to flourish.

Participants will discuss further the changing ICT consumer behaviours, consumer empowerment and protection in the digital age; the opportunities and challenges of big data and what it means from a regulatory perspective; why competition matters; is it time to rethink spectrum licensing; how to meet the demand for capacity and what are the new business models driven by digital communications and services. On the last day, regulators will focus on spurring regulatory efficiency by conducting regulatory impact assessment; new types of converged regulators and how to monitor broadband plan/digital agendas implementation. GSR will also include two debates, the opening debate on redefining responsibilities in a data driven world and the network debate focusing on meeting the demand for capacity.
