I already paid the customs fees, but I still received the notification to pay by SMS

You have two ways to resolve this:

In person:
Visit the TRA with proof of payment (receipt/invoice) so your device can be reactivated.
Online:
- Visit https://bsms.ogero.gov.lb/customs/devices/declare/
- Fill in all required information
- Save the generated PDF
- Send the form by email to imei@ogero.gov.lb, with a copy (cc) to info.typeapproval@tra.gov.lb.
