TRA Chairwoman Moderates Panel on Lebanon’s Digital Infrastructure at Project Lebanon 2026
October 05, 2026

As part of Project Lebanon 2026, Dr. Jenny Gemayel, Chairwoman of the Telecommunications Regulatory Authority, moderated a panel dedicated to the rebuilding and modernization of Lebanon’s digital infrastructure.

The session brought together different public, private, financial and international perspectives, leading to a rich and constructive discussion on fiber, mobile networks, 5G, investment, infrastructure sharing and the regulatory conditions needed to support Lebanon’s digital future.

The discussion was particularly valuable in highlighting the different views, priorities and challenges facing the sector. Topics included the national backbone, fiber and FTTH deployment, mobile network modernization, 5G readiness, international connectivity, infrastructure sharing, taxation, financing and the respective roles of public and private actors.

Dr. Gemayel highlighted the TRA’s role in creating a regulatory framework that supports competition, enables investment, promotes the efficient use of spectrum and contributes to a more structured and sustainable telecommunications market. She also referred to the TRA’s ongoing work on spectrum policy and its consultation on fiber and FTTH deployment.

The panel also explored regional and international experience, as well as the growing infrastructure requirements associated with cloud services, AI, IoT and increasing data demand.

The exchange showed that there is no single solution to Lebanon’s digital infrastructure challenges. Progress will depend on bringing together different perspectives, aligning the roles of the various stakeholders and translating discussion into coordinated implementation.
