The TRA participated in the first meeting of the Ministerial Committee on the National Plan for Children’s Safe Internet Use tasked with preparing a comprehensive national strategy and vision to promote the safe and responsible use of the internet and digital applications by children.

Held at the Ministry of Information premises on Thursday 23rd July, the meeting brought together representatives from the Ministry of Information, the TRA, the Ministry of Social Affairs through the Higher Council for Childhood, the Ministry of Education, the Internal Security Forces, Ogero, SMEX, the René Moawad Foundation, MITAI, and other organizations and stakeholders active in child online protection.

At the opening of the meeting, the NGO SMEX presented a unified strategic vision for developing the national plan. The presentation emphasized the need for a coordinated, multi-stakeholder approach bringing together public institutions, civil society organizations, technical experts, and relevant service providers.

Participating institutions presented the initiatives and measures they have implemented in the areas of child online protection and digital safety. Discussions also addressed opportunities for future cooperation, the distribution of institutional responsibilities, and the establishment of effective implementation, monitoring, and follow-up mechanisms.

Representing the TRA, Dr. Rajaa Charif Board Member, and Head of Licensing and Legal Affairs Unit, called for the adoption of a practical, result-oriented approach supported by clear responsibilities and measurable objectives. She proposed forming a smaller steering committee to establish specialized task forces covering the different areas of child online protection, while overseeing implementation, coordination, monitoring, and follow-up. She also recommended setting a clear deadline for launching the national strategy. She stated:
“Protecting children online requires more than a general vision. It requires clear responsibilities, specialized task forces, measurable results, and a defined timeline that transforms national cooperation into concrete action”

Also representing the TRA, on behalf of Board Member and Head of the Information and Consumer Affairs Unit Dr. Hayssam Serhan, Ms. Corine Feghaly, Consumer Affairs and Public Consultation Manager responsible for child online protection at the TRA, presented the Authority’s work in this field, particularly the e-Aman online platform, which provides guidance and educational resources for children, parents, and teachers. She also highlighted the TRA’s cooperation with Lebanese ministries, civil society organizations, the International Telecommunication Union, and other international partners.

The TRA confirmed its readiness to share its expertise, resources, and practical experience with the members of the committee and to contribute actively to the preparation and implementation of the national strategy.

H.E. Paul Morcos, Minister of Information, thanked the participating institutions for their contributions and reaffirmed the importance of sustained cooperation among public authorities, technical bodies, civil society organizations, and other stakeholders to develop a comprehensive and effective national framework for protecting children in the digital environment.
