On Thursday, 21 May, the
TRA held a stakeholder workshop to discuss its consultation document
"Spectrum Refarming: Broadband Context and Framework." The workshop took place at the TRA headquarters in the Ministry of Telecommunications building in downtown Beirut, in the presence of TRA Board Members and the TRA team. It brought together Data Service Providers, Internet Service Providers, mobile network operators, and other stakeholders concerned with the use of spectrum.
Dr. Hayssam Serhan, TRA Board Member and Head of Information and Consumer Affairs Unit, introduced the workshop objectives and mentioned that this event is an opportunity for the TRA to hear stakeholders' opinion and work hand in hand to develop the sector.
Dr. Jenny Gemayel, TRA Chairwoman and CEO, highlighted in her opening speech the importance of open dialogue on the management of spectrum as a strategic national resource. She emphasized that the consultation document is not a final decision, but a starting point for discussion, allowing stakeholders to share their views, questions, and concerns before any further steps are taken.
Eng. Mohamad Ayoub, TRA Board Member and Head of the Telecommunications Technologies Unit, presented the main elements of the spectrum refarming plan. The presentation covered options to make a more efficient use of available spectrum, support the expansion of broadband services, organize existing uses within a clearer framework, and help prepare the sector for new technologies.
The workshop ended with an open discussion and Q&A session, during which
Dr. Rajaa Charif, Board Member and Head of Legal Affairs and Licensing Unit and
Dr. Diana Bou Ghanem, TRA Board Member and Head of Market and Competition Unit, actively answered stakeholders' technical, regulatory, and operational questions and concerns. The TRA confirmed that all feedback received will be carefully reviewed and taken into consideration before the final regulation is issued.
