Two TRA fundamental regulations, the
Service Providers Licensing Regulation and the
Spectrum Management and Licensing Regulation, have been officially published today in the
Official Gazette and are now in force. Their issuance marks the first major regulatory advancement after 13 years of institutional dormancy, signaling a renewed commitment to effective governance of Lebanon’s telecommunications sector.

gulation and the Spectrum Management and Licensing Regulation form two pillars of a well-functioning and competitive telecom market and establish a clear, and transparent regulatory framework that reaffirms the TRA’s commitment to promoting a fair environment for both existing service providers and new entrants.
The Service Providers Licensing Regulation sets the comprehensive rules and procedures for granting, renewing, modifying, transferring, suspending, or cancelling telecommunications licenses. It also defines the principles and requirements that guide the licensing process and ensures that all applicants and service providers are treated fairly, equally, and transparently.
The Spectrum Management and Licensing Regulation establishes rules for the efficient, fair, and transparent allocation and use of radio frequencies and reinforces the TRA’s role in ensuring optimal spectrum planning, assignment, and monitoring in alignment with international best practices.
