TRA Board appointed after more than 13 years of vacancy

The Telecommunications Regulatory Authority (TRA) entered a new chapter with the appointment of its Board by the Council of Ministers on September 11, 2025.
The appointment followed a four-month selection process led by HE Charles Hage, Minister of Telecommunications, who proposed a shortlist of qualified candidates. Applicants were required to meet specific professional criteria before final selection by the Council of Ministers.
The newly appointed board consists of:
President: Dr. Jenny Gemayel
Members of the board:
- Dr. Hayssam Serhan
- Eng. Mohamad Ayoub
- Dr. Rajaa al Charif
- Dr. Diana Bou Ghanem
The TRA Board, vacant since 2012, has a pivotal role in enforcing Law 431, ensuring fair competition, protecting consumers and advancing Lebanon’s telecommunications sector.
The long-awaited appointment is seen as a crucial step toward restoring the Authority’s full mandate and placing the sector back on the path of reform, modernization, and alignment with international standards.
With a fully functional Board now in place, the Authority will focus on establishing the regulatory framework needed to foster innovation, enhance competition, and improve services for citizens and businesses.
