The TRA issued decision No. 1 / 2009 that was published in the Official Gazette on March 19th 2009 stating the re-allocation of the 71 code to (MTC touch) MIC2 and the 72 code to(Alfa) MIC1.

Further to this decision, the Ministry of telecommunications appealed and asked for a halt to the implementation of the decision before the State Council.

On the 16th of July 2009, the State Council issued an interlocutory judgment under Ref No.237/2008-2009 refusing the ceasing of the implementation of the decision No. 1 / 2009, which means that this decision shall remain in force and must be implemented as soon as possible in application of Law 431/2002.

As for the decision No. 2 / 2009 that was published in the Official Gazette on March 18th 2009, determining the allowances on mobile, fixed and short numbers for the year 2009, the Ministry of telecommunications also appealed and asked for a halt to the implementation of the decision before the State Council.

On the 16th of July 2009, the State Council issued an interlocutory judgment under Ref No. 238/2008-2009 stating the approval of ceasing the implementation of the decision No. 2 / 2009.
