Code of Practice for Value Added Services
The purpose of this “Code of Practice for Value Added Services” for consultation is to protect consumers in relation to Value Added Services and to emphasize the Value Added Services Providers’ responsibility in ensuring that the content, promotion and operation of all their Value Added Services (whether provided by themselves or by their Content Providers) comply with all conditions of this Code.

The TRA has prepared this Code of Practice for VAS in replacement of the previous document that was issued by the Ministry of Telecommunications, taking into account the new legal framework (Telecom law 431), the latest market developments and international best practices. This Code is now issued for public consultation and all VAS providers will be able to provide their comments and get acquainted with their new obligations towards consumers in relation to the value added services. Network Providers on whom the Code is binding will, through a back-to-back arrangement, hold Value Added Services Providers accountable towards the TRA for any breach of the Code.

This Code of Practice ensures that Value Added Services providers offer transparent Value Added Services where they do not mislead users concerning the content and accuracy of their products, services, offers, promotions and prices.

The “Code of Practice for Value Added Services” is now launched for consultation. Interested parties are kindly requested to submit their feedback before the 30th of June, 2009* after having reviewed the following documents: The feedback can be submitted by email at codeofpractice@tra.gov.lb or by courier (hard and soft copy) at the TRA, Marfaa 200 Building Second Floor, Beirut Central District along with Cover Sheet for response to a TRA Consultation.

The final version of this Code will be published in both Arabic and English after the closing of the consultation.

* The consultation closing date has been extended from 12th of June 2009 to 30th of June 2009.
