Our organization

The TRA is an independent institution assigned to liberalize, regulate, and develop the telecommunications sector in Lebanon. Established by Law 431 of 2002, the TRA effectively started operations upon the nomination of its board members in February 2007.

Our official mandate is to promote competition in the telecommunications sector and protect the rights of consumers and organizations through appropriate regulation and resolution measures. As such, we are responsible for issuing licenses and regulations, managing radio spectrum and the overall numbering plan, monitoring the market for any abuse of dominant market power and anti-competitive practices, as well as taking remedial steps when needed. We are also responsible for maintaining stability in the market and developing the sector—while at the same time, building a thriving, competitive and innovative telecommunications market.

Our mission is to establish a regulatory environment that enables a competitive telecommunications market to deliver state-of-the-art services at affordable prices to the broadest spectrum of the Lebanese population.

As we strive to meet our mission, we consistently adhere to our key values of independence; transparency, accountability and fairness. Our entire organization integrates these values into every step of our work.

The establishment of the TRA is a significant milestone signaling the start of the liberalization and restructuring process of the Lebanese telecommunications sector.
