Board members
The TRA Board is composed of a full-time Chairwoman and four full-time Board Members, each appointed for a five-year term that is non-renewable and non-extendable.

The TRA Board is responsible for developing and adopting the regulatory framework governing the telecommunications sector, with the objective of fostering market development, ensuring fair and effective competition, promoting high-quality services, protecting consumers’ interests, and encouraging sustainable investment in Lebanon’s telecommunications sector.

Dr. Jenny Gemayel
Chairwoman and CEO

Dr. Jenny Gemayel is a distinguished telecom and executive management professional with over three decades of experience in telecom regulation, strategy and digital transformation. Her work has played a key role in shaping the telecom industry in Lebanon.

At Ogero, she held senior leadership roles in audit, statistics, and marketing. She drove business intelligence projects and launched multiple telecom services. She also played a pivotal role in drafting the “Liban Telecom” business plan and guided consulting teams at the TRA on market analysis, tariff policies, and industry benchmarks. Previously, at British Telecom Europe in Paris, she led international product launches and network service projects across Europe, reinforcing her international expertise.

Beyond the executive world, Dr. Gemayel is actively involved in academia. She lectures at USJ on master’s programs covering data management and analytics, digital strategy, and the digital economy.

She holds an Executive Doctorate in Business Administration (USJ & Paris-Dauphine), an MBA (USJ & Sorbonne–Paris Dauphine), and dual master’s degrees in mathematics engineering and computer science (University of Franche-Comté, France).

Appointed Chairman in September 2025, Dr. Gemayel will lead the TRA, bringing together regulatory insight, academic rigor, and international experience to drive Lebanon’s telecom governance and digital future.

Eng. Mohamad Ayoub
Board Member, Head of Telecommunications Technologies Unit

Eng. Mohamad Ayoub is a renown telecommunications engineer with more than thirty years of experience guiding national initiatives in spectrum management, broadcasting regulation, and telecommunications policy in Lebanon. His professional journey has covered a wide range of areas, such as radio frequency management, digital broadcasting systems, cybersecurity strategies, and telecom regulation. He has made significant contributions to shaping Lebanon’s regulatory environment, particularly through his work on Law 431/2002 and Media Law 382/94.

On the global stage, Eng. Ayoub has represented Lebanon at various international forums, including the World Radiocommunication Conferences, ITU Councils, and the Arab Spectrum Management Group.

His leadership and expertise lead to his appointment as Vice-Chairman of ITU Study Group 1 from 2019 to 2023 and Study Group 6 from 2012 to 2016.

Eng. Ayoub holds a Master’s degree in Communication and Electrical Engineering from Beirut Arab University and has completed doctoral research in Communication and Electronics Engineering, with a focus on ultra-wideband technologies and advanced communication systems. He coordinates various academic activities between the TRA and universities in Lebanon and abroad, strengthening collaboration in telecommunications research and education. He has also taught at several Lebanese universities, including the American University of Beirut and Beirut Arab University, and has guided many graduate students in digital broadcasting, antenna design, and signal propagation (terrestrial, satellite communication, and multimedia systems).

In September 2025, he was appointed to the TRA Board to lead the Telecommunications Technologies Unit.

His commitment to innovation and the ethical use of communication technologies will play a vital role in the ongoing development and modernization of Lebanon’s telecommunications sector.

Dr. Rajaa Charif
Board Member, Head of Legal Affairs and Licensing Unit

Dr. Rajaa Charif is a senior legal expert with over 27 years of experience in public administration and public law, regulatory oversight, and public sector governance, with extensive involvement in the regulation and supervision of Lebanon’s telecommunications sector. She has held several senior leadership positions at the Ministry of Finance, including Director of the Public Accountancy Directorate, where she oversaw the legal and financial review of telecommunications-related budgets and projects and contributed to the development of regulatory frameworks governing the sector.

In this capacity, she analyzed the budgets of the Telecommunications Regulatory Authority and Ogero, assessed public–private partnership projects, and contributed to the drafting and amendment of laws and decrees governing telecommunications infrastructure, licensing, and service provision. She also represented the Ministry of Finance in parliamentary and governmental committees and engaged with international organizations, including the International Monetary Fund, the World Bank, and the European Union, on sectoral reform and governance.

Alongside her public service career, Pr. Charif has been a Professor at the Lebanese University since 2007, teaching public finance, public administration, and public procurement, and delivering specialized training programs on regulatory compliance, financial control, and governance. She has also contributed to policy research and applied studies in collaboration with national and international institutions, including the American University of Beirut, and is the author of several publications and a frequent speaker on regulation, transparency, and accountability.

In September 2025, she was appointed Board Member and Head of the Legal Affairs and Licensing Unit at the TRA. In this role, she leads licensing and legal compliance functions, prepares regulatory texts and legal opinions, and supports the Authority’s efforts to strengthen the telecommunications regulatory framework, enhance market oversight, and promote transparency and fair competition in Lebanon’s telecommunications sector.

Dr. Diana Bou Ghanem
Board Member, Head of Market and Competition Unit

Dr. Diana Bou Ghanem is a seasoned professional in telecommunications and ICT, with over 25 years of experience in telecom policy, regulation, and infrastructure management. Her contributions have been instrumental in modernizing Lebanon’s telecommunications networks and advancing the country’s digital transformation agenda.

Throughout her career, she has held several leadership positions at the Ministry of Telecommunications (MoT) and Ogero Telecom, where she played a key role in establishing the Telecommunications Regulatory Authority (TRA) and overseeing the operations of Lebanon’s mobile network operators, Alfa and Touch.

Dr. Bou Ghanem is also an experienced trainer and consultant, having trained thousands of public servants on Lebanon’s Public Procurement Law, and contract management, promoting transparency, impartiality, and procedural fairness within the national procurement system. In addition, she supported regional regulators and telecom operators on regulatory policy, cost modeling, and public–private partnerships. She has represented Lebanon in multiple international fora, including the ITU, ICANN, and ESCWA.

She holds a Doctorate in Business Administration from Beirut Arab University, an MBA from the Lebanese American University, and a Bachelor’s degree in Computer and Communications Engineering from the American University of Beirut. She is a Certified Public–Private Partnership Professional (CP3P), a certified mediator, and has earned several GSMA certifications in spectrum management and next-generation mobile technologies.

In September 2025, she was appointed Board Member and Head of the Market and Competition Unit at the Telecommunications Regulatory Authority. In this role, she leads initiatives to strengthen the regulatory framework, enhance market transparency, and promote fair competition within Lebanon’s telecom sector.

Dr. Hayssam Serhan
Board Member, Head of Information and Consumer Affairs Unit

Dr. Hayssam Serhan is a leading figure in Lebanon’s technology and telecom sectors, with over 20 years of experience in information and communications technologies, and public-sector digital transformation. He brings together technical expertise and leadership in telecom innovation and digital services.

He holds a PhD in Artificial Intelligence applied to Robotics and has held senior executive roles in the technology and telecom field. As Chief of AI and Innovation at EXEO, a leading cybersecurity company, he contributed to the development of secure digital solutions. As founder of NeuralMind Consulting, he advised organizations on artificial intelligence and emerging technologies and as CEO of Neos Interactive Ltd., he led the design and deployment of IPTV streaming and interactive communication platforms.

Dr. Serhan has also played an active role in public-sector digitalization, including e-government initiatives and large-scale ICT projects, with a focus on service accessibility, and user experience. In parallel, he has been a lecturer at USEK University since 2010, teaching Artificial Intelligence and Robotics, and contributing to capacity building in advanced digital technologies relevant to the communications sector.

In September 2025, he was appointed Board Member at the Telecommunications Regulatory Authority and Head of the Information and Consumer Affairs Unit. In this role, he oversees consumer protection and supports the Authority’s efforts to raise awareness among stakeholders about its role, responsibilities, and regulatory activities. His experience positions him to contribute significantly to the growth and modernization of Lebanon’s telecom sector.
