The
Telecommunications Regulatory Authority (TRA) has received a significant number of inquiries from the public and the business community concerning the availability of Starlink satellite broadband services in Lebanon and the conditions under which they may be used. The following Frequently Asked Questions set out the current regulatory framework governing the service.
In this context, the term
“Eligible Entity” refers to any commercial company, or any official body, ministry, department, embassy or civil society organization that has been authorized to use Starlink services in accordance with the framework described in Q2 below.
1. Service availabilityQ1. Is Starlink currently available in Lebanon? A1. No.
The service has not yet been commercially launched. It remains under regulatory and technical preparation, including the completion of testing and the issuance of the required security approvals. The commercial launch is expected on or around 15 June 2026, subject to confirmation by the TRA.
Q2. Who is permitted to use Starlink services? A2. Under the current licensing framework, the service is permitted for the following categories of users:
- Commercial companies operating in Lebanon, for the purposes of their own business activities.
- Maritime and aviation connectivity within Lebanese territory and territorial waters.
- Official bodies, ministries, departments, embassies and civil society organizations included on a list to be issued by the Minister of Telecommunications, pursuant to a recent Cabinet decision. These entities may benefit from the service on an exceptional basis pending the full commercial launch.
Residential and individual subscriptions are not permitted under the current framework (see Q8).
Q3. When will the service start? A3. The service will become available once the remaining regulatory and security procedures and the operational arrangements have been finalized (expected mid-June 2026). The TRA will announce the confirmed launch date and any subsequent updates through its official channels.
2. Eligibility and subscriptionsQ4. If an Eligible Entity operates from multiple locations in Lebanon, may it purchase several devices and maintain a separate subscription for each branch?
A4. An Eligible Entity may acquire multiple devices to serve its different locations; however, all such devices must operate under a single account, with all connections consolidated and managed centrally.
Q5. May an Eligible Entity assign a separate device to each employee working from home? A5. No.
The allocation of individual devices to employees for use at their private residences is not permitted.
Q6. May an Eligible Entity use its corporate intranet to extend Starlink connectivity to its branches? A6. Yes.
An Eligible Entity may distribute connectivity across its own branches through its private intranet, provided that the service is used exclusively for the entity’s own activities.
Q7. May individuals or households subscribe to Starlink? A7. No.
Individual and residential subscriptions are not authorized at this stage and may not be obtained under any of the categories set out in Q2.
Q8. May tourists or visitors use Starlink roaming in Lebanon? A8. No.
The use of Starlink roaming services by tourists or visitors is not permitted under the current license conditions.
3. User equipmentQ9. How will Starlink user equipment be imported and distributed?
A9. All user equipment connected to the Starlink satellite network must be imported exclusively through Starlink Lebanon or an officially appointed reseller, and must comply with the TRA’s equipment approval procedures before being supplied to end users. Private importation of Starlink terminals is not permitted.
Q10. May an Eligible Entity use a device that was previously imported into Lebanon? A10. Yes, subject to compliance.
Devices previously imported into Lebanon may be used, provided they have completed:
- Type Approval in accordance with the TRA Type Approval Regulation;
- the Know-Your-Customer (KYC) procedures required by Starlink; and
- Customs and security clearance, supported by the relevant proof of payment.
Q11. If an Eligible Entity owns a device purchased outside Lebanon, may it use roaming? A11. No.
Roaming on devices purchased outside Lebanon is not permitted, even where the device is owned by an Eligible Entity.
4. Resellers and subscription processQ12. Are there authorized resellers operating in Lebanon? A12. Starlink has appointed Alfa as an official reseller in Lebanon and is under TRA approval procedure. Additional resellers are currently being evaluated, and the TRA will publish their names once the appointments are finalized.
Q13. How can Eligible Entities subscribe to the service? A13. Eligible Entities may subscribe through the official Starlink website or through the authorized reseller. The TRA will keep prospective subscribers informed of any further developments, including the appointment of additional resellers.
Q14. What is the minimum price of the service? A14. Under the license conditions, the minimum monthly subscription is set at USD 100. Final commercial packages, including any tiered offerings, will be published by Starlink and its authorized resellers on their respective websites once the service is launched.
5. Updates and contactQ15. Where can I find official updates? A15. The TRA will publish all official updates on its website and through its official communication channels. The public is encouraged to rely exclusively on these sources for accurate and up-to-date information.
