This part will build the knowledge of TRA staff in technical aspects of innovations and international best practices regarding sector regulation. It will also support capacity development and create mechanisms to engage in strategic thinking, by developing specific policies, regulatory instruments and strategic responses to current market demands.

The focus here will be on creating the mechanisms for TRA to think strategically about its role in developing the market and encouraging private sector participation. The scope of this part covers the following activities:

- Leading TRA staff to develop specific policy and regulatory instruments on spectrum policy
- Lead TRA staff to develop strategic responses on ICT convergence

Through these activities, TRA staff will design strategic responses and develop the appropriate instruments (e.g. policy recommendations or regulatory guidelines/rules) for different issues.

Procurement for Part 2 will start indicatively in February 2011.
