Technical Training in Early Detection of Cyber-attacks and Intelligence Sharing with Critical Operators

On March 7-11, 2022, TRA Experts Eng. Manal Shihab – Senior Software Engineer, Eng. Habib Samaha – General Technical Expert, and in coordination with Eng. Said Haidar – Type Approval, QoS and Standards Manager and Member of the National Cybersecurity Committee, participated in the final national training workshop titled “Technical Training in Early Detection of Cyber-attacks and Intelligence Sharing with Critical Operators”. This workshop is one of a series of training workshops held under the umbrella of the Advance Counter Terrorism for Lebanon security (ACT Lebanon), a project for setting the implementation of a CTI roadmap for Lebanon. This project is funded by the European Union and led by the International and Ibero-American Foundation for Administration and Public Policy (FIIAPP) in collaboration with the Presidency of the Council of Ministers.

The objective of this national training was to empower cybersecurity supervision teams of state and critical actors to early detect, analyze and understand comprehensively, through effective information sharing, a large-scale cyberattack in progress. Moreover, it aimed to raise awareness to the need of assessing the operational impact of a cyber incident on critical services and to highlight the need for structured communication channels to the operational and political levels, capacities that will be trained further by subsequent trainings. It also highlighted the importance of communication and cooperation between law enforcement agencies, all concerned institutions and vital operators in the telecommunications sector, including mobile operators, academics, justice and banking sectors.

This training took place in the Grand Serail and remotely, where the trainees from their workplaces followed the training maneuvers, and on Thursday, March 10, Lebanese Prime Minister Najib Mikati chaired, in the Grand Serail, a meeting for the National Cybersecurity Committee to assess the ongoing national efforts after the adoption of the national strategy for cyber security in Lebanon. The meeting happened in the presence of representatives of all concerned parties, including TRA Acting Head and General Manager, Mr. Amine Moukheiber. All the trainees were afterwards invited to a closing session on Friday, March 11, to discuss and evaluate the implementation phase of these workshops.
