In the framework of the grant received by the TRA from the Institutional Development Fund (IDF) at the International Bank for Reconstruction and Development (IBRD), to support the Authority in streamlining its internal processes, strengthening its transparency, and building technical capacity on regulatory issues, the TRA selected the winning bidder of the second part of this project related to "Building Capacity of TRA on Spectrum Policy and ICT Convergence Regulatory Issues".

After having combined the technical and financial scores of the pre-selected firms that passed the TRA’s technical evaluation, and further to contract negotiations, the TRA, represented by its Acting Chairman and CEO Dr. Imad Y. Hoballah, and Joint Venture of Horus Telecom & Utilities, JIDCOM and ADETEF, represented by Mr. Dominique Baron, entered into a contract valued at $100,000 on March 14, 2012.
