Request for Interest (RFI) to procure an automated SMMS

System Research and Applications Corporation (SRA), a wholly owned subsidiary of SRA International, Inc. in coordination with the Telecommunications Regulatory Authority (TRA) of Lebanon hereby issues this Request for Request for Proposal (RFP) in support of the United States Agency for International Development (USAID)/Lebanon Mission sponsored program entitled “Automated National Spectrum Management and Measurement System (SMMS) for Lebanon” for the benefit of the Lebanese Regulatory Authority to fulfill the needs to better serve the Lebanese Telecommunication Sector. This Request For Proposal (RFP) are part of the implementation of the funding Agreement made by the USAID for the procurement of Spectrum Management system and related technical assistance and training.

Suppliers and systems integrators of spectrum management, RF planning as well as direction finding and RF measurement who can provide an integrated solution should expect the RFP issuance in the coming weeks. The concerned parties will have 30 days to respond to the RFP by submitting a proposal for the provision of an integrated solution.

The Spectrum Management and Measurement System allows the Authority to efficiently manage the spectrum, establish the rules for its use, identify the entities exploiting the frequencies, define spectrum occupancy, and track the sources of interference. The system will lead to better license protection from any interference and un-authorized use.

SRA in coordination with TRA seeks international companies that have excellent qualifications and extensive experience in implementing SMMS-solutions. Each company may team with other companies when biding; however, there may be only one principal contractor with primary responsibility for the proposal, any subsequent award and program implementation.
