The
Telecommunications Regulatory Authority has issued
Decision No. 4/2026 requiring licensed Internet and Data Service Providers in Lebanon to migrate consumers who subscribed to Internet services through unlicensed networks to licensed service providers within 30 days from its publication in the Official Gazette.
This decision was taken further to technical and regulatory assessments that confirmed the presence of unlicensed networks and operators, including in areas already served by official fiber-optic infrastructure. The decision is intended to reinforce regulatory compliance, protect consumers, and safeguard public resources.
Licensed service providers are required to transfer subscribers using unauthorized connections to licensed networks, either through the infrastructure of the Ministry of Telecommunications and Ogero, or through licensed data service providers. These requirements apply to the ten (10) identified central offices in the Decision and extend beyond them in areas where fiber-optic networks are in place or being implemented. Service continuity must be ensured throughout the transition, and no additional financial burden should be imposed on consumers.
To monitor compliance, licensed providers must submit weekly reports outlining subscriber migrations, locations of unlicensed networks, sites of unauthorized installations, and the relevant fees and dues paid to the Lebanese Treasury.
Non-compliance may lead to enforcement measures, including license suspension or revocation.
